I don't know a whole lot about Manipur (or East India in general) so a grain of salt here, but it sounds like the Meitei (who make up the majority of the population of the state) are trying to secure tribal recognition to gain more reservations, which are opposed by smaller tribes who fear it will deprive them of jobs/representation. Theres also a bit of ethnorelgious tension, in that the Meitei are a largely hindu group that sees other (predominately Christian tribes) as "illegal migrants" who will dilute Meitei culture
