I think they're just looking to keep the normalization stuff under wraps. There are a lot of open questions about how popular these deals are, and the fact that there's been no major public outcry in, say, the UAE does not really imply anything for Morocco or Sudan. So they'd like to pretend this arrangement is something different than the Abraham accords (it's not, really) and not make a big deal out of it.
